PROBLEM TO BE SOLVED: To provide a method of giving excellent initial and long-term hydrophilic property to a porous material and a method of manufacturing a separator for an alkaline cell. SOLUTION: This method of giving hydrophilic property to a porous material is, first the porous material is treated to introduce an atomic group contg. sulfur, then the porous material is treated sandwiched with a pair of dielectrics in an electric discharge unit in which a pair of electrodes, 1a and 1b, carrying the dielectrics, 2a and 2b, are positioned to face the dielectrics each other, and an alternating current voltage 4 is applied between the two electrodes carrying the dielectrics and electricity is discharged in the pores of the porous material 5. This method of manufacturing a separator for alkaline cell is, first a nonwoven fabric made of a polyolefin is treated to introduce an atomic group contg. sulfur, then the nonwoven fabric is treated sandwiched with a pair of dielectrics in an electric discharge unit in which a pair of electrodes carrying the dielectrics are positioned to face the dielectrics each other, and an alternating current voltage is applied between the two electrodes carrying the dielectrics and electricity is discharged in the openings of the nonwoven fabric.
