SOLUTION: When a user carrys out instruction input for planning the processes of jobs A-C through an input unit 12, a control unit 13 divides the jobs into data groups to which colors used in the jobs A-C belong based on a normalized data table. The control unit 13 grasps affinity values X on the two designated jobs A and B based on an affinity value table. The sizes of the affinity values are compared and the jobs are decided to be executed in the order of the jobs A and B with the higher affinity values. Then, the control unit 13 grasps the affinity values when the jobs are executed in the order of the jobs C and A based on the affinity value table. The sizes of the three affinity values are compared and the processes are planned to execute the jobs in order from the highest affinity value.
