PROBLEM TO BE SOLVED: To set connection between communication terminals by taking service quality (QoS) into account in a network formed by interconnecting plural switches (element devices) able to contain communication terminals. ;SOLUTION: A network monitor controller 5 that monitors and controls an entire network selects an element device 2 that configures a part to set connection based on connection setting request information including quality information an the connection to be set and outputted from a communication terminal of a connection source, and an element monitor controller 6 that monitors and controls the selected element device 2 is controlled by the network monitor controller 5 to configure the path. The network monitor controller 5 controls the corresponding element device 2 in cooperation with another element monitor controller 6 monitoring and controlling an element device 2 adjacent to the selected element device 2 so that the network monitor controller 5 evaluates whether or not the result of setting control of the connection by the element monitor controller 6 is based on the quality information as a whole.;COPYRIGHT: (C)1999,JPO
