PROBLEM TO BE SOLVED: To disable a 3rd party to recognize document information by making the numeral, which corresponds to the appearance order, correspond to the permutation of a permutable phrase, and generating phrase permutated document data by permutating the appearance order of the phrase according to the permutation corresponding to inputted data to be embedded. SOLUTION: The syntactic construction of inputted document data is analyzed (S1) and a combination of permutable phrases which do not change in semantics even when the appearance order is permutated is extracted from the syntactic construction obtained by the analysis (S2). Then object data to be embedded are inputted (S3), the numeral corresponding to the appearance order is made to correspond to the permutation of the permutable phrase, and according to the permutation corresponding to the object data to be embedded, the appearance order of the phrase is permutated to generate phrase permutated document data (S4). Consequently, other information can be embedded in document information in such a format that a 3rd person can not recognize it.
