PROBLEM TO BE SOLVED: To control an SVC with a stable and proper speed in the wide range of an AC system state. SOLUTION: A detecting means (11-15) which detects at least one of the state of an AC system 1 and the operation state of a stationary reactive power compensator SVC, and a means (201 and 202) which adjusts control parameters for the control of the stationary reactive power compensator SVC in accordance with the detection output of the detecting means (11-15), are provided.
