PROBLEM TO BE SOLVED: To produce a clinker designed to suppress the hydrating reaction and excellent in slaking resistance without causing deterioration of corrosion resistance by adding an alcohol solution containing a metal alkoxide dissolved therein to MgO and CaO as principal components, forming the resultant mixture and baking the resultant compact. ;SOLUTION: This clinker is produced by mixing magnesium hydroxide obtained from seawater, bittern or brine with a calcium compound such as calcium hydroxide, adding an alcohol solution containing a metal alkoxide dissolved therein to the resultant mixture, drying the mixture and then baking the dried mixture at a high temperature of 1,800°C. A metal oxide produced from the metal alkoxide is contained in an amount of 0.05-1 mass% therein. The metal oxide from the metal alkoxide is present in a crystal grain boundary so as to coat crystal grains and contact with water or steam from the outside is cut off. Al, Si, Fe, etc. are cited as the metal species of the metal alkoxide and methyl group, ethyl group, etc. are cited as the alkyl group.
