PROBLEM TO BE SOLVED: To provide a transmission and distribution line diagram information preparing system, capable of automatically preparing the diagram of a transmission and distribution line so as to cope with the relocation and extension of the transmission and distribution line, and a failure point orienting system capable of orienting a failure point early and assigning it on a map. SOLUTION: This fault locating system is provided with a slave station 1, mounted on a transmission and distribution line and sending information about the transmission and distribution line to a key station 2, and the key station 2 which prepares transmission and distribution line diagram information, based on the information from the slave station 1 and orienting a failure point. The slave station 1 is equipped with a GPS-receiving means 11, a clock 12, a surge detecting means 13, a self-position information transmitting means 14a, and a surge information transmitting means 14b. The key station 2 involves a slave station position information receiving means 21a, a slave station surge information receiving means 21b, a map information storing means 22, a transmission and distribution line diagram information preparing means 23a, a failure zone assigning means 23b, a failure point assigning means 23c, and a transmission and distribution line diagram information output means 24.
