PROBLEM TO BE SOLVED: To provide a fagot which can create an environment suitable for the living of aquatic organisms by being set on the floor surface or on the shore of a water area in flood controlling construction such as foot protection, revetment, wave absorption, and water control. SOLUTION: When a fagot in which small bamboo branches 13 are arranged around a thick-stemmed bamboo (Moso bamboo) 11 in which a plurality of holes 11a are formed in the side, and a binding belt 15 is wound around the bamboo branches 13 to bind the bamboo 11 and the bamboo branches 13 is employed, fresh water rich in dissolved oxygen which is indispensable for the living of aquatic organisms is supplied into the fagot 10 through the inside of the bamboo 11. Moreover, fresh water flows out from the holes 11a formed in the side of the bamboo 11, and the fresh water is also supplied into the spaces formed in the gaps of the bamboo branches 13.
