PROBLEM TO BE SOLVED: To improve quality determination accuracy relating to the startup perfor mance of a lead-acid battery by performing charging to the battery to determine whether it is good or not by means of a charging voltage and a charging current, and then by discharging the battery brought into a charged state by the charging operation to perform the determination of a good or bad state by means of the dis charge voltage. SOLUTION: A charger is connected to a battery, and a power switch 1 is turned on. When the type, the open voltage and the temperature of the battery are determined, each threshold value, a charging current and a discharging current are set by an IC. The storage battery that is determined to be good by the charging system is then discharged, and performance determination in the discharging system is performed. The discharging in this case is carried out within a short period of time so that the charged electricity is prevented from being wasted. The determination is previously set depending on the type of the battery, and the battery having a value larger than the threshold value corrected according to the battery temperature is determined to be good.
