"PROCESS TO OPTIMIZE CELL HYSTERESIS LEVELS, E, SYSTEM TO AUTOMATICALLY ADJUST THE APPROPRIATE HYPERTHESIS LEVEL" A process for adjusting the appropriate hysteresis for cells in a wireless telecommunication network, in order to reduce the rate of oscillating control transfers from of a routine mobile control transfer from a source cell to a neighboring cell. The process includes measuring the signal strength received at the source cell and the signal strength received from at least one neighboring cell. Hysteresis is calculated by applying a statistical operation, such as standard deviation, to at least one of the received signal forces. Alternatively, the hysteresis calculation can include the oscillation rate of transfer of control. The calculated hysteresis value can be presented to the operator for manual adjustment or it can be entered in auto-configuration cells for dynamic adjustment of hysteresis levels, to improve the network's operating performance.
