pparatus for producing packets T of infusible material 6 comprises means for bringing a pair of webs 2a, 2b together, means for locating between the webs spaced doses of the infusible material and means 36 for placing a series of corresponding spaced loops of thread 8 against one 2b of the webs before the webs are brought together. The apparatus further comprises sealing means 32, 34, for sealing the peripheries 12, 14 of the packets to enclose the doses of infusible material, and means 35 for dividing the joined webs into the packets T each having a dose of the material 6 and a corresponding thread loop 8, and for separating the ends of each thread loop from the loops of adjoining packets. Sealing of the webs may comprise leaving channels 16 for portions 8b, 8c of the thread between the loops to project from the packets.
