A stable dispersion comprising an oil-based biliquid foam and an aqueous gel made up of an aqueous primary surfactant, coactive surfactant, a coactive viscosity modifier and/or a gelling agent wherein the oil-based biliquid foam comprises form 1-80% by weight of the dispersion and the aqueous gel comprises from 20 to 99% by weight of the dispersion. Also claimed is the method for manufacturing where the gel is incorporated into the oil-based biliquid.
