A telecommunications system includes a master exchange and two or more slave exchanges. The master exchange is not aware of how the slave exchanges are interconnected. If the master exchange transmits data to the slave exchanges, and one does not respond, then one of the slave exchanges that did respond is instructed to transmit data to the non-responding slave exchange. This process can continue with all of the responding slave exchanges transmitting simultaneously or in sequence to the non-responding exchange.
