A system is disclosed that provides access to the Internet, particularly bybusinesses, to transact business electronically to comply with variousstatutory requirements to report taxable revenues, new hires and taxeswithheld on behalf of their employees regularly to the government. Today,businesses fulfill these requirements by physically submitting forms by mailor in person to a government agency, a time consuming process that, accordingto analysts, costs them over $600 billion annually. There is a business needand a market opportunity for an electronic conduit for business to governmenttransactions. The new system is Internet based and provides a suite oftransactional and information based services to businesses. The service isoffered as a subscription service in selected states where the number ofbusinesses is sufficient to ensure profitable revenues at the anticipatedlevels of market penetration.
