A method of, a motive power apparatus for, and an apparatus for producing new energy, each using gravity as an energy source, wherein, when water is poured into a water tank (1) and a float (3) submerged on a tank bottom is unlocked, the float (3) and a weight are floated to the upper limit, allowing the float to supply energy to the outside while storing its inner energy by means of its buoyancy. The method further comprises causing the float to remove water in the water tank (1) with the aid of the stored inner energy and empty the water tank, permitting the float (3) suspended in an upper space in the emptied water tank (1) and the weight to drop to the lower limit by gravity, and supplying energy to the outside while having the float increasing its inner energy. The method further comprises filling the water tank (1) with water by the force which has caused the float to increase its inner energy, thus returning to the starting point of the operation. To attain the above functions, an outer tank (2) adapted to move up and down relative to the water tank (1) is provided, which, by moving up and down, repeats alternate filling and emptying of the water tank. During its vertical movements, in which the outer tank (2) is raised to fill the water tank (1) with water and is lowered to empty the water tank (1), a weight of the water in the outer tank (2) gradually increases and decreases. To accommodate such varying weight of the water, varying weights adapted to gradually increase and decrease for balancing are mounted to offset the weight of the water in the outer tank (2).
