Additional center picks (18) parallel to the sleeper center zone (3) pack ballast under the center zones. Each packing tool presents a pair of picks which oppose one another both sides of the sleeper. Top level packing picks (20) lie parallel to the ra (4) and all picks exert different packing pressures in the ballast with center picks (18) packing the tie center applying less pressure than the picks closer to the rail, specifically 40-80% of that applied by these rail-proximate picks as against the pic (20) which work at 80% of the rail-proximate picks and all picks operating at dissimilar vibration. Marginal picks (22) lie leve with the main and center picks (18) in the top part of the sleeper and work at 70-95% of the pressure of the main rail-proximate picks.
