PURPOSE: A final disposal facility of waste used as a good sports facility or as a concert place after stabilizing is provided to reduce a construction cost, a driving cost, a stabilization period of a natural purifying action of waste by water regardless of a weather and a leakage of foul water leaked from waste. CONSTITUTION: A roof(12) without an opening is established to be supported by a pillar(11) stood in a ground level(GL) and a storage unit(13) of waste to be accepted a specific amount of wastes(W) is formed by excavating the lower ground of the roof. When foul water is leaked from one block among the storage units(13) of waste, a probe for examining a water quality established in a water collection pipe of underground water detects a water quality. A cable connected to the probe for examining the water quality is connected to an analyzer of the water quality and when foul water is detected by the analyzer, an alarm is generated by sending a signal to an alarm(59) of the leakage of foul water.
