PURPOSE: An apparatus and a method for controlling a traffic of a frame relay packet when interworking an ATM network and a frame relay network are provided to control a traffic of a frame relay packet by determining a removal of a received packet. CONSTITUTION: An apparatus and a method for controlling a traffic of a frame relay packet when interworking an ATM network and a frame relay network comprise a traffic control memory portion, an update portion, and a traffic control portion. The traffic control memory portion stores a total byte number of a frame relay packet, a committed burst size, and an excess burst size. The update portion updates the total byte number of the frame relay packet. The traffic control portion reads the total byte number of the frame relay packet, the committed burst size, and the excess burst size and removes the frame relay packet or sets divided ATM cells according to a removal order.
