PURPOSE: An imposition system of data charge, a generation device of contents, and the imposition device of data and the method is provided to impose the charge of digital contents certainly and simply, to impose the charge by units, and to prevent the illegal use of digital contents. CONSTITUTION: An imposition system of data charge, a generation device of contents, and the imposition device of data and the method consists of three steps. At the first step, a server device(16) generates the contents and provides them to a client device(10). And if the charges are paid, the server device records the data about discriminating data and the number of times on an IC card. At the second step, the IC card is inserted into the card reader of a client device. At the third step, the client device abstracts the discriminating data, and so on from the IC card and contents, and compares. If they are accordant, the device executes the transaction of imposition according to the amount of use including the number of times and time of use.
