The present invention relates to a system for aligning a row bar and a dummy row bar for a magnetic recording and reproducing apparatus. The present invention includes a preliminary aligning device for maintaining a predetermined shape, thereby preliminarily preserving the row bar and the dummy row bar. By aligning, it is possible to achieve a fast bone aligning process later without precisely adjusting their positions, and also to prevent these row bars and dummy row bars from being fixed at incorrect positions on the wafer.
