The present invention relates to an apparatus and method for splitting a MPEG-compressed video recommended by ISO / IEC in a fully compressed region. The image processing unit in a multipoint control unit (MCU: Multi MCU) performs the screen division processing. Screen division processing in the fully compressed region is divided in a non-transcoding-based manner. In this method, after the terminal and the MCU negotiate the type and capability of the terminal connected by the end-to-end signaling procedure and the capability supported by the MCU, the terminal and the MCU are connected to the terminal to be screen-divided. MPEG-SIF frames are sequentially received and processed into one merged video signal (MPEG ITU-R BT601) frame in the compressed region of the multi-point controller, thereby providing a non-transcoding method. By doing this, screen division processing is performed so that a plurality of input videos can be displayed on one screen. Accordingly, the present invention has the advantage that it is very inexpensive and simple to implement, and does not involve any deterioration in image quality due to screen division processing. In particular, it minimizes the problem caused by processing delay of non-transcoding method, and is an efficient method to guarantee the real-time quality of service (QoS) of multi-point multimedia communication service using MCU.
