A television system for transmitting digital television images from a transmitter to a receiver.;Motion detectors, especially for television systems that transmit digital television images, divide each image into pixelblocks and modify each pixelblock to determine the first order coefficients associated with the base image with the lowest horizontal and highest vertical frequency. By frame-converting, a plurality of upper coefficients associated with the base images are determined, including the lowest horizontal frequency but excluding the vertical frequency, which is a low value for the primary coefficient. The motion detector signals the presence of motion within one pixelblock range if the primary coefficient has a large absolute value, but not at the same time unless the upper coefficients have a sufficiently large absolute value. If the primary coefficient has a sufficiently large absolute value and at the same time one of the higher coefficients also has a sufficiently large absolute value, a signal is generated without motion.
