PURPOSE: A three-electrode surface discharge type plasma display panel for stabilizing a discharging characteristic is provided to generate easily wall charges by forming a pilot cell along by outside of a display, thereby maintaining discharge characteristics constant at an inner panel. CONSTITUTION: A pilot scanning electrode(420) and a pilot sustain electrode(430) are formed parallel to a scanning electrode and a sustain electrode on a front substrate. The pilot scanning electrode(420) and the pilot sustain electrode(430) is formed on an invisible area of an outside of a display area. A pilot address electrode are formed parallel to an address electrode on a rear substrate. A pilot cell is formed on a position where the pilot scanning electrode(420), the pilot sustain electrode(430), and the pilot address electrode(440) are crossed.
