An active wide range PLL device, a phase lock loop method, and an optical disc reproducing device using the PLL device are provided that are compatible with the conditions for normal playback and conditions for optimizing seek time during high speed playback.;By providing two control voltages input to the VCO circuit of a disc reproducing apparatus such as a CD-ROM, one input performs conventional control while the other inputs input a slow change voltage so as to follow a change in data rate. In both normal playback and seek, the PLL device 15 is configured to satisfy the conditions required for the VCO circuit. According to this active wide range PLL device, the VCO circuit can oscillate the clock required at all positions of the internal and external peripherals, and the data can be read.
