A novel composite (I) for providing sustained release of boric acid consists of an inorganic oxide or sol and one or more hydrolyzable organic boric acid derivatives. An Independent claim is included for a method of preparing composite layers, which involves: (i) preparing an inorganic sol by hydrolysis of alkoxides or halides of Group IIa-Va or IIb-Vb elements; (ii) mixing the sol with one or more boric acid derivatives; (iii) applying the layer to a carrier; and (iv) drying the layer.
