A flexible ventilating regulating film (20) is air-impermeable in part and is rolled up and down over bottom (26) and top rollers or drums (28) off a drive and with the two sets of rollers etc held at constant interval so the film runs tensioned or tight between them in an endless web. Otherwise the film forms a windproof strip in places and at other points is formed from a number of cable ties thus producing first impermeable part (22) and a second partly air-permeable part (24a,b) for variable stall ventilation. This part (24) is partly perforated for air flow, using cable parts for partial air flow. As operated by the drive, in its first end setting the web (20) forms an air-impermeable stall region (A) and in a second end setting forms a partly air-permeable stall region (B,C), notably a partly permeable length sector (B) adjoining the region (A) and a totally permeable second length (C).
