Stable, flowable water-in-oil emulsions with high water content, useful as bases in cosmetic or dermatological formulations

Water-in-oil emulsions having a high water content contain (poly)ethylene glycol or (poly)glycerol ether or ester derivative surfactants (I). Water-in-oil emulsions having a viscosity of 5000 mPa.s or less contain (based on the overall preparation) at least 75 wt. % water plus water-soluble components and at most 15 wt. % lipids, emulsifiers and lipophilic components. The oil phase contains at least 75 wt. % (based on the overall weight of the phase) of at least one of non-polar lipids which are liquid at room temperature and have a polarity of more than 30 mN/m and/or silicone oils of any polarity. The emulsion contains at least one (poly)ethylene glycol or (poly)glycerol derivative surfactant of formula AO-(CHR1-X-CHR2-O)a-A' (I). A, A' : (un)saturated alkyl, acyl or hydroxyacyl residue having 10-30C; or an oligo- or polyester residue of formula -O-(CO-R''-CHR'-O)b-H; R' : 1-20C alkyl; R'' : 1-20C alkylene; b : 2-202; a : 1-100 (preferably 2-60, especially 5-40); X : direct bond or -CH(OR3)-; R1, R2H or Me; R3H or (un)saturated alkyl or acyl residue of 1-20C.
