The device (1) has a symmetrical hollow closed outer body (2) with a central rotary axis, around which it turns in a vertical plane. A closed symmetrical inner body (5) of shorter length is displaceable relative to the outer body in direction of a longitudinal axis (X-X). The inner body contains a central mass (10), e.g. gas, pref. air (13), which is displaced with it. The outer body contains a liquid, e.g. water. Both bodies are tubular. The inner body floats in the outer one and executes a to-and-fro movement indirection of the longitudinal axis of the device.
