The power generation plant has a foundation (F) fitted with a number of vertical cog rails for cog wheels attached to an outer platform (A), which is displaced vertically in dependence on the water level. The outer platform is fitted with a further set of vertical cog rails for cog wheels attached to an inner platform, with direct or indirect of a current generation turbines by the vertical movement of the platforms.
