The sealing sheet comprises a carrier layer (T), a top bituminous cover layer (D1) with a wetting agent which does not wet the material of this cover layer, and a bottom bituminous cover layer (D2) on the other side of the carrier layer. The bottom cover layer (D2) contains no wetting agent, but its material is wettable by the wetting agent of the top cover layer (D1). An Independent claim is also included for an application of the sealing sheet to a foundation provided with a coating containing a wetting agent which wets the material of the bottom cover layer (D2).
