Casing (12) base has a thin-walled inner region (14) surrounded by a thicker-walled outer region (18), concentrically to axis (16) of casing. The diameter and base wall strength of the inner region is less than 40% of that of the outer region. Target bursting zone (24) of the case base is arranged and formed by at least three notches (26) aligned radially from each other, preferably at same angular separation. Pressure amplifying ribs (30) are deployed in the outer region of the base. The thick-walled outer region of case base supports capacitor winding with high axial force. Target bursting location in the vicinity of thin-walled internal zone of beaker base is located at a point not affected by the winding, but opens in the event of overpressure such that rapid ventilation is possible within winding core without allowing particles from casing to penetrate to the outside. The base strength of the inner region of no-load from winding core is adapted to conditions optimal for bursting action.
