Manufacturing C-shaped wire binder element with looped-back ends to prevent injury

A C-shaped wire binder element 2 having looped-back ends 23' (Fig 6-C) to prevent injury to a user is manufactured by removing an arcuate portion 21 of the element by cutting and straightening the remaining portions (Fig 4-C). The straightened portions are then folded back to overlie the adjacent straight portions 22 (Fig 5-E).
