PROBLEM TO BE SOLVED: To make it possible to design ciphers having high safety to a cipher attack by evaluating the resistance to a cryptoanalysis attack relating to each of respective candidate function groups and choosing the candidate function groups having the high resistance from the candidate function groups subjected to resistance evaluation. ;SOLUTION: The data, parameters, etc., necessary for forming the candidate functions are inputted in a candidate function formation section 12 by an input section 11 and the candidate functions meeting the input of an input section 11 are formed in the candidate function formation section 12. The parameter values, the input values and the computation results (output values) based thereon are stored in a memory section 13. Various kinds of the data stored in the memory section 13 are read out and are respectively subjected to the resistance evaluation, index evaluation, etc., in a differential cryptoanalysis resistance evaluation section 14a, linear cryptoanalysis resistance evaluation section 14a, split attack method resistance evaluation section 14e, differential linear attack method resistance evaluation section 14f and other index evaluation section 14g. The candidate functions having the high resistance are selected in a function selection section 15 in accordance with the respective results thereof and are stored in the memory section 16.
