PROBLEM TO BE SOLVED: To omit a circuit corresponding processor that is exclusively used for the inter-face links and to attain the reduction of cost by setting one or plural inter-face links between a circuit corresponding processor and another circuit corresponding processor placed on another face corresponding to a processor corresponding to the former circuit corresponding processor in regard to all circuit corresponding processors which contain the basic links other than the inter-face links. ;SOLUTION: When one of circuit corresponding processors of an exchange P-A receives a packet having its destination Q-A, a link 1 is selected as a sending link based on the destination information and referring to a routing table. Then the sending link information link 1 is given to a packet and sent to a circuit corresponding processor 19 which contains the link 1 via a coupling mechanism. Receiving the sending link information link 1, the designated processor 19 decides whether the link 1 is normal or not. If the link 1 is normal, a packet is sent.;COPYRIGHT: (C)2000,JPO
