PROBLEM TO BE SOLVED: To make the transmission and detection of digital watermark information possible without comparing the information with original signals nor using any separate synchronizing signal. SOLUTION: A digital watermark information transmitting system decides a burying period based on an evaluate signal which is generated by means of a signal evaluating section 13 based on digital picture signals from which data are removed by means of data removing sections 12 and is based on the variation of the digital picture signals and chaos signals which are substantially equal to each other and generated by using chaos generators 14 which are similarly constituted to generate the same chaos signal against the same synchronizing signal. During the embedding period, the system transmits digital watermark data by embedding the data in the digital picture signals by means of a digital watermark embedding section 18. On the receiving side, a digital watermark data detecting section 218 detects the digital watermark data during the same embedding period.
