PROBLEM TO BE SOLVED: To improve developing properties of short-term strength without deteriorating the long-term strength of a low heat cement hardened product. SOLUTION: This low heat cement composition is obtained by including a hardening accelerator comprising one or more sulfuric salts having =1.0 g/100 g solubility in water at 25 deg.C (e.g. potassium sulfate or magnesium sulfate) in an amount of 0.3-4.0% based on the weight of a high-belite cement containing =40 wt.% 2CaO.SiO2 and =6 wt.% 3CaO.Al2 O3 therein or the low heat cement hardened product is produced.
