PROBLEM TO BE SOLVED: To provide a plant growth controlling tape capable of controlling the growth of root causing root-overcrowding state, namely a state of wind thread shank and controlling the growth of root in a period transferring from nutrient growth stage to reproductive growth stage and a method for culturing flowering plant capable of blooming fine flowers by using the above tape. SOLUTION: This plant growth controlling tape is characterized by including a water-insoluble copper compound in a tape or coating the tape with the water- insoluble copper compound. This method for culturing flowering plant is characterized by installing the plant growth controlling tape obtained by including the water-insoluble copper compound in the tape or coating the tape with the water-insoluble copper compound on the inner wall, growing flowering plant, removing the tape on the way to the growth of flowering plant and continuing the growth of the plant.
