PROBLEM TO BE SOLVED: To realize instantaneous payment viewed from a customer to be realized by debit settlement even for settlement between a store and the transaction trader. ;SOLUTION: This cache flow control system 10 is provided with offsetting means 15C, 15T, and 15Di and a store account transferring means 17. When the sum of purchase is withdrawn from the customer's account, the offsetting means 15C, 15T, and 15Di offset the sum of purchase and the sum of payment to be paid from the store to the transaction trader before the sum of purchase is transferred to the account of the store.
