PROBLEM TO BE SOLVED: To solve a defect that a conventional activated carbon-regenerating device needs a drying oven for drying water contained in activated carbon and a carbonizing regeneration oven for carbonizing organic substances contained in the activated carbon, and a defect that the device is enlarged.;SOLUTION: This activated carbon-generating device characterized by disposing a heating heater 1 having an electric power-controlling means on the outside of a rotary shell 3 receiving activated carbon therein, controlling the temperature of the heating heater portion 1 to a dry treatment temperature and a carbonization treatment temperature with an electric power-controlling means, evaporating water in the fine pores of the activated carbon at the dry treatment temperature, and carbonizing organic substances contained in the activated carbon at the carbonization treatment temperature.
