PROBLEM TO BE SOLVED: To provide a business model for constructing a nationwide network for an emergency report and positional information system by searching the position of equipment loaded with a GPS satellite by a personal computer through a nationwide network at the time of receiving an emergency report from an automatic emergency report system or directly receiving it from an equipment user, allowing a nationwide network member closest to the equipment to go to the site concerned to protect the user, or when the equipment is stolen, allowing the user to check an image photographed by a digital camera through the Internet, an E mail, a FAX, or the like, reporting the affair, and taking responsibility and to solve a problem that there are differences of workloads among a plurality of members in the management of nationwide network members. ;SOLUTION: Because of the necessity of collaboration with the Police System, the inventor inquired the National Police Agency whether the authorization of guard business or the like was required. The final judgment from the National Police Agency was announced in March 6, 2000 and an answer that authorization is unnecessary was received. However, guidance concerned with reports to the Police System is required.
