PROBLEM TO BE SOLVED: To require no fixed pattern region such as alternation of '1' and '0' in measurement of duty deformation of an input signal, and to accurately measure a duty value of the input signal with respect to a random pattern of an RZ code and an NRZ code. ;SOLUTION: A pulse detecting part 2 detects at least either of a projected pulse width or a recessed pulse width of an input data signal. When the detected projected or recessed pulse width is a prescribed value or less, a duty determining part 3 determines the detected pulse width to be effective for calculation of a duty value, and outputs it to an averaging part 4.;COPYRIGHT: (C)1999,JPO
