PROBLEM TO BE SOLVED: To improve the adaptability to a request for steam even in a boiler in which combustion is shut off. SOLUTION: Water tubes 3, 4 of a boiler are heated with combustion gas generated by operation of a burner 10 and a fan 13. Pre-purge air is fed to a furnace by operating the fan 13 before combustion startup for ventilation of the inside of the furnace. A thermal storage medium 12 is disposed to a combustion gas flow part 7. In the combustion operation of the boiler, the burner 10 and the fan 13 are operated to bring the generated combustion gas into contact with the thermal storage medium 12, and the water tubes 3, 4 are heated by the combustion gas after heating the storage medium 12, in the next operation, the burner 10 and the fan 13 are shut off, and in the following heating operation, pre-purge air is brought into contact with the thermal storage medium 12 by operating the fan 13 to heat the pre-purge air by the heat storage in the medium, and the water tubes 3, 4 are heated by the heated pre-purge air.
