PROBLEM TO BE SOLVED: To prevent a service area from being influenced by orbit control by using a propulsion means for correcting the orbit provided on an artificial satellite to control the orbit, when an artificial satellite on a quasi- geosynchronous orbit exists on an orbit except the service applying territory on the quasi-geosynchronous orbit. ;SOLUTION: When an artificial satellite exists on a curve 100 except a curve 110, by arranging a plurality of artificial satellites so that the other artificial satellite exists in the curve 110, service is continuously performed. When an artificial satellite exists in the curve 110, by controlling the orbit, the territory of beam irradiated from the artificial satellite to the ground surface is varied, and sometime service by the artificial satellite is influenced. Accordingly, by performing orbit control when the artificial satellite exists on the curve 100 except the curve 110 which does not receive the service, the orbit control can be performed without influencing on the service by the artificial satellite.;COPYRIGHT: (C)2001,JPO
