PROBLEM TO BE SOLVED: To provide a transmission output control system in which a continuous speech time is extended by controlling a transmission output by a value designated from a base station and controlling further a transmission output causing least consumption energy of each radio transmission output generating section of each mobile (telephone) set. SOLUTION: A main control section 3 uses a transmission output detection section 2 to detect a transmission output generated by a radio transmission output generating section 1 of a mobile set under conditions that a speech is started and a transmission output reaches that designated by the base station and a power control request, hand-off or a communication channel restart processing from the base station is not caused and the control section 3 controls the transmission output gradually till the transmission output value reaches a storage value in a low consumption transmission output value storage section 5. The control section 3 controls the transmission output based on a value in a base station designation transmission output value storage section 4 so that the transmission output value reaches the transmission output value designated from the base station under other conditions than above.
