PROBLEM TO BE SOLVED: To provide an electronic commission method and an electronic commission system which simplify the authentication of a proxy and exactly specify the contents of commission from an applicant himself or herself to the proxy and prevent an electronic commission from being used more than a prescribed number of times by copying at the time when the applicant himself electronically presents an application or the like via the proxy. ;SOLUTION: An accepting organ 3 issues a serial number electronically signed by the organ itself. An applicant 1 generates a commission including this serial number and a public key of a proxy 2 and electronically signs it and gives it to the proxy by himself. The proxy 2 presents an application electronically signed by the proxy himself to the accepting organ 3 together with the commission. The accepting organ checks the serial number included in the commission and the public key of the proxy.
