PROBLEM TO BE SOLVED: To ensure decoding even in the absence of a reference image when the number of images stored in a reference image memory at a receiver side is less than the number of images to be coded/decoded for a delay time. ;SOLUTION: A transmitter side informs a receiver side of reference image data used for coding by a reference image notification section 112, the receiver side discriminates whether or not a storage decision section 108 stores a decoded image in a reference image memory, a reference image transmission section 111 sends coded reference image designation data to the transmitter side.
