PROBLEM TO BE SOLVED: To control weather and climate by excavating sea and canals and creating a mountainous district in a desert area, to cause rain to fall and improve terrain and climate by constructing plain dams in a low ground area, to increase food production and develop industry by the control of water and the effective utilization of land, and to prevent the submersion of cities and countries by preventing the rise of the sea water level caused by the warming of the earth. ;SOLUTION: Sea and canals are excavated in a desert area to create the mountainous district with the sediment. Sea water and the mountainous district mitigate the atmospheric temperature and, induce cloud and precipitation, thereby weather and climate can be controlled. Plain dams and canals are excavated in an area where floods apt to occur. A large quantity of sediment is carried in from the desert area, and hills are created to prevent floods. A large quantity of water stored in the plain dams in the low ground area is shifted to the desert area for mutual mountain/flood control by improving terrain and climate/natural features, thereby industry is developed and food production can be increased.
