PROBLEM TO BE SOLVED: To solve that problem that copying times control information is not multiplexed into a compression encoding data stream after encoding video and voice data strings by compression in a conventional manner in spite of an example where the information is multiplexed into the data string. SOLUTION: A system is constituted by multiplexing copying times control information consisting of copying control information and copying permission times information (3) through the use of an electronic transparent method in the compression encoding data stream or through the use of user data in the data stream.
