PROBLEM TO BE SOLVED: To perform the formation of free radicals, the crushing, removal, separation and recycling of matter, the deactivation, decomposition and killing of microorganisms and organisms and the decomposition of molecules in large capacity streamer-like discharge and arc discharge formed in a liquid by applying pulse power across a linear electrode and other electrode. ;SOLUTION: Pulse power is applied scross a linear electrode 1 and a flat plate electrode 2 from a pulse power source and the gap between the electrodes is filled with tap water 4. Streamer-like discharge and arc discharge 5 extends over the whole of the gap between the electrodes. Several flat plat electrodes surrounding a cylindrical, semicylindrical or linear electrode may be used in place of the flat plate electrode.
