PROBLEM TO BE SOLVED: To simplify a structure, to reduce costs and to improve responsiveness in a device for controlling opening of a guide vane of a water turbine or a pump water turbine. SOLUTION: The control device 40 for controlling opening of the guide vane 1 of the water turbine has a guide vane servo motor 5 connected with the guide vane 1 in mechanism, a servo valve 43 connected hydraulically with the servo motor 5, a displacement sensor 41 provided in relation to the servo motor 5, a control panel 7 which is connected with the servo valve 5 and the displacement sensor 41, receives an opening command value and controls the servo valve 43 and a hydraulic pump 45 for supplying pressure oil to the servo motor 5 via the servo valve 5.
